According to the Global Competitiveness Report 2016-2017, Russia climbed two places to 43rd, the absolute indicators also showed improvement 4,51 vs. 4,44 points.

Alexey Prazdnichnykh, the coordinator of the WEF Countries Competitiveness Program in Russia, Managing Director at the Eurasia Competitiveness Institute (ECI) and Partner of Strategy Partners Group, believes that the improvement still stems from the technical reduction of administrative barriers, however, the gap from the OECD remains huge; as for the innovation development, the Russian Federation lags far behind not only the developed countries, but the developing as well, for example, BRICS (with India 36 places higher than the Russian Federation), Philippines and Indonesia. So far, the innovation policy has not led to major improvement in this area.
